ROLE & RESPONSIBILITY
- Ensure that all Safety, Occupational Health, and Emergency Management activities are implemented in compliance with the Shell HSE Framework, ISO 45001, Process Safety Management requirements, and applicable Thai laws and regulations.
- Lead the implementation and improvement of the Area Production Unit (APU) Safety Management Program by sharing best practices with other plants and establishing effective communication channels.
- Develop and implement activities to promote safety awareness and safety culture, such as monthly safety activities, safety newsletters, Safety Day events, and safety campaigns for both employees and contractors.
- Coordinate with the Area Production Unit, Engineering, and Project teams to provide safety support for shutdown, start-up planning, operational activities, and project work.
- Participate in APU meetings to discuss Safety, Occupational Health, and Emergency Management matters and ensure that all areas operate safely and achieve refinery KPIs, including TRCF/TRIR, LTIF, Fire, PSE, and other Process Safety Indicators.
- Lead safety risk assessments in compliance with ISO 45001 to ensure that risks are properly managed, and prepare required documentation for submission to the Ministry of Industry (MOI) for permit revalidation.
- Conduct audits, workplace inspections, and compliance monitoring to identify Safety, Occupational Health, and Environmental risks, and provide recommendations for corrective and improvement actions.
- Conduct compliance audits to ensure that all assigned PSM area procedures and work instructions are current, certified or revised as scheduled, and accurate.
- Lead audits and compliance checks for Permit to Work and other high-risk activities, and provide recommendations for corrective and improvement actions where required.
- Track and follow up on action items to ensure timely closure of findings from Safety, Occupational Health, Emergency audits, and other safety assessment activities.
- Lead accident, incident, and occupational illness investigations within the APU to prevent recurrence, define preventive measures, and support the development of proactive safety prevention programs.
- Provide technical expertise, consultation, and interpretation of Safety, Occupational Health, and Environmental codes, including legal standards and regulatory requirements.
EXPERIENCE
At least 3 years’ experience (Safety officer Professional level).
EDUCATION
Bachelor in Occupational Health, Chemical Engineering, Engineering (board range of discipline) or equivalent.
